Selectors ul ul and ul li li

i am using both ul ul and ul li li but only font of ul ul gets applied and ul li li does not get implemented at all.why so?
second ,i have define color of li selector as blue which makes all list elemnts as blue but i want one point one and one point two to be of green color rest of blue color but only defining color in ul ul color remains blue and does not get green. Is there any precedence issue?
