why are we only taking the tenth frame. I mean if some A is there in the frame for 9 for iterations but some B comes in the 10th iter then the data would be saved for B where as A had more no. of frames

Its just an example to use 10 frame ,although a reason too but you can use any frame count to get stored.
Reason to not get our model learning the same thing s and get overfitted , we are training it with images of every 10 frame , which means there will be a somewhat differences in those images and when we will train our model over it , it can be more generalized and perform much better.
