I tried this code with approach 2 but by taking bi and bj constant as the max sum submatrix is always going to lower one in a sorted 2 -D array.
What is the error in the code?

the code which you have shared does not seem of the max sum submatrix in the given sorted row and column.
and also for this question the approach which they have discussed is very simple and efficient .

the output should be 19 but it is producing 119 .
