What exactly does the preprocess code do?

I am unsure what the preprocess code is doing, can someone please explain???

preprocess function is responsible for filling sum array.

sum[i][j] -> is telling us sum of elements in range [i…j]

which we can get as follows->
sum[i][j] = include current element (ie jth element) + sum of elements in range [i…j-1]
sum[i][j] = v[j] (current element) + sum[i][j-1] (sum of elements in range[i…j-1]);
