What are cb numbers?

they mentioned in the question that the cb number must not be superstring or superstring of other cb number.fine.
then why are ( 23, 29 ,17 ,13) cb numbers.because 2 is substring of (23,29) and 7,3 are substrings of 17,13…
why are they accepted as cb numbers

they are already defined above as cb no in the question. super and substring part is for further no s not them. they form a base of it.
