the vi runtime.txt command is not running. it saysvi is not recognized as internal or external command

vi is the command used in linux or Unix command that the is default editor that comes with the UNIX operating system is called vi (visual editor). Using vi editor, we can edit an existing file or create a new file from scratch.
For windows you need to use different command if you are a windows user.
