Unable to apply Jupyter Themes

I have installed the jupyter themes , but i am not able to apply them.

Have you installed jupyter using anaconda or pip command ?

i downloaded it using the pip command.

Did you restart your terminal after installing jupyter themes?
If not, then try and do so.

does that mean restarting the computer? i did that yesterday but its still not working
