Why in code size of 2D array is taken er+2 and ec+2 while in explanation it is er+1 and ec+1.( IN BOTTOMUP METHOD)

at 55 min size is 3*3 matrix as er is 2 and ec is 2 but at 59 min ic code the 2D array defined is ec+2 and ec+2
