I am unable to understand how are we minimizing loss and bellman equation

I would strongly recommend to watch the video from beginning again, and try to gain the intuition again, in case any doubt is still left, ask it again. But for the present time being it seems you didn’t get any of that, so please watch the video from beginning again and update here.
