Related to sum of all possible submatrices using brute force method

Shouldn’t the bottom right’s loops start like this bi=li and bj=lj but in the video, it is shown like bi=li+1 and bj=lj+1.

According to me, it won’t give us all possible submatrices like 1x1 1x2 etc …
