Regarding the value of 8 digit number

the value of 2^7 is 128 and to find the highest possible number we use the formula 2^n-1 then why in the video are we considering 128 as the highest value for an 8digit number

Because the last digit i.e. the most significant bit is just used to denote the sign of the number. If it is 1 , that means, the number is negative and if it is 0 , that means the number is positive
