Regarding number of columns in a 2d array

In a program of 2d array in which we make a function of 2d array is it necessary to fill some number in column square brackets where as row’s square bracket can be left blank?https://ide.codingblocks.com/s/438872

yeah passing column is mandatory (it is convention) rest other square bracktes are optional
