Random Query Problem

In the video of “Random query problem from CODEFORCES” at 4:09, Prateek bhaiya said L and R can be chosen with the probability of 1/2. My doubt is that since L and R are pointing to the same number…Probability of choosing L as 1 and R as 1 should be 1? Isn’t it?
