Query on 2D array

while declaring a 2D array we can do,

  1. a[5][]
    OR
  2. a[][5]

Please explain reason behind your choice

while declaring 2d array both the arguments are necessary.

but if u are declaring it in function argument then mentioning column size is mandatory and row is optional
