You have not normalized the data, divide image_numpy_array by 255.0 to normalize it.
Also if doubt persists, share the link of your ipynb file, after saving it on google drive, also remove unnecessary code cells, it would be quite easy for us to debug.

While preprocessing you assigned charmander as class 2 but while predicting you changed it to 1. Change it and than make the submission.
Seems this is the only mistake and rest is fine.
