Please help in why we took max of the two cases?

I don’t understand why we take maximum of the two cases? I do understood the minimum part since we have to minimise in whole but why maximum of both?

Since we have to minimize the number of throws in the worst case.
We get the worst case by taking maximum of both the terms.
