Not able to download g++ compiler

i am not able to download the compiler despite the instructions provided from your side
‘g++’ is not recognized as an internal or external command,
operable program or batch file.
this particular message is showing up in sublime text on building up the code
pls advice

it still is not working
pls advise
cause the place i am downloading it from (the one which is given in the material provided by you) has incomplete files
and therefore the stuff doesnt work out
pls provide me a file which has the complete resources
