Need better problem explanation
We want to make maximum students with X coupons. In order to do this, if you need to make sacrifice by some students to GIVE Y coupons so as to make number of students with X coupons increase, do it.
Eg. There are no initail coupons, students =10. X=3,Y=2.
So its good to make 6 sacrifice to produce 12 coupons and give scholarship to 4 students (12/3).

is it that each student already has Y number of coupons?
I assumed 0 initial coupons
No No.
Its not that everyone has Y coupons initially. Its that either +X or -Y.
That you get X or give away Y.
If you think in other way that it means everyone has Y initally, that would be false. I hope you are getting what i am trying to convey.
