MNIST database is not saving

in pandas, for the mnist dataset, I downloaded the same links which for directed by the mentor on the official site but they are not working nor the directory appeared and when I searched in downloads in jupyter only, the files said

"Error! train-labels-idx1-ubyte.gz is not UTF-8 encoded

saving disabled. "

because of which I cannot continue further code with the lecture.

how can I to download them?
