Magical park question

In this question, when sir is solving the question,
he has declared void magical_park function
in that function
void magical_park (char a[ ] [100]…)
why he has mentioned the size of columns as 100 but not size of rows

in function declaration,mentioning row size of 2d matrix is optional,
but it is mandatory to mention column number

it is concept of array , so it should be in array playlist only ( i m not sure)
