What is bias? Prateek Bhaiya used bias b everywhere in implementation but didn’t discuss in tutorial why?

As discussed during Linear Regression, bias is nothing but the intercept value (or theta not) in the equation of our desired line.
y = mx + c
Here, c would be the bias term.
