if u want to know the positiion of partioning in the array
-> the partition is made at each index
we calculate the minimum no of moves required for each parition index
and then calculate the maximum for all the above position considered

0 6 9 0
^ parition after 0th index
^ parition after 1th index
^ parition after 2nd index

at 15th minutes bhaiya has told the parition position
O(N^2) solution is what i can visualise it to be
