There is a problem with third party haarcascades in the current versions of openCV.
So, I would suggest you to kindly download another nose haarcascade and work on it.
or try opencv version 3.4.4 or 4.1.1
I hope this would work

can you suggest how can i downgrade to 4.1.1 or 3.4.4?

uninstall the openCV and then re install the required version

first try with a different haarcascade , then downgrade OpenCV
