I understood everything with the video but i cannot code for a problem like this on my own. Is it a difficult problem or i am lacking understanding of recursion?

it is not difficult problem, neither u are supposed to solve it in first go.
think what can be possible step for rat to move from (i,j) so that should be ur rnext ecusive calls from(i,j).
think about the base case i,e when u should stop .
and then just code it
