np.concatenate([face_data])

when you want to concatenate mulitple objects,
then just do
np.concatenate([ face_dataset, face_labels ],axis=1)

As you can understand from the error statement given.

Now also showing this error in the same line
axis 1 is out of bounds for array of dimension 1

change your value of axis.
change it as
axis=0
