Santosh you are not taking the inputs correctly!
refer to problem statement again, you have to input a[n] and b[m] denoting number of times Ramu uses ith rickshaw(a[i]) and cab(b[i])

Yes! because array elements will tell how many times you use a particular rickshaw and cab! If your doubt is clear mark it as resolved.
