Please provide little more explanation for the question. I did not understand the question clearly.

@parikshitpanwar you will be given the value x & y, in this range [x, y] many pairs are possible, so you have to find the pair whose XOR value is maximum.

For eg if x=1, y=3
Possible pairs and their XORs are
{1, 1} = 0
{1, 2} = 3
{1, 3} = 2
{2, 2} = 0
{2, 3} = 1
{3, 3} = 0

Max xor here is given by the pair {1,2} and that will be the answer in this case
