at 4:30 in the video , how we can say de/db = de/dc * dc/db? Please if you can explain?

The reason we can do that is because of the Chain Rule of Derivatives.
The chain rule basically states that the derivative of f(g(x)) is f’(g(x)) ⋅ g’(x). In other words, it helps us differentiate composite functions (function applied on another function).
