Doubt in condition defined for NQueen

In the video of Backtracking.NQueen, it is given that we can save few of our calls by exploring the next row after placing the queen.
However, in case of QueenCombination2DKill also, this condition satisfies that no 2 queens can exist in same row. So can’t we use this condition there?
