It means that, if prefix sum is 0 at that point, so the subarray starting from index 0 upto current index will have total sum as 0. So this subarray can also contribute to final answer.This is why it is taken.
The second part in the condition is to check if the prefix sum at current index is already present before in the prefix array, It it is present then the subarray starting from that index upto the current index will have sum as 0. This condition has already been discussed in the approach video. Watch it again to understand it better.
