"Dev c++" vs "sublime-mingW"

Can you tell which one is better choice for C++.

Also, if I use Dev C++ it will be perfectly fine right…like all syntaxes, libraries, in-built functions , STL, etc… ?

I have not used these two. I use CodeBlocks and it works fine for me.
