I think the confusion will be in this line:

if the sum of digits which are even is divisible by 4 or sum of digits which are odd in that number is divisible by 3

It’s simple, 2 conditions

Condition 1: Sum of even digits {0,2,4,6,8} is divisible by 4.

Condition 2: Sum of odd digits {1,3,5,7,9} is divisible by 3.

If (Condition 1) OR (Condition 2) ans=“Yes”, else ans=“No”.
