kindly check you are providing the correct file to be read and also its not corrupted.

Your error shows that haarcascade file is invalid and is empty. hence nothing can be done on it.

I am using the same file provided in the github reposrty of coding blocks
if this haarcascade file is corrupted then please send me the correct file

can be haarcascade be done in jupyter notebook
or should I use another python compiler

yeah it can be done in jupyter notebook.
But instead of opening the camera stream , use an image there.
