how can we say that for even the 3 case which is coming from i+1 wiil be greater

It is because i+1 will be odd since i is even. So we can only come from i , since we can’t divide i+1 by 2 so we are adding the cost of i and the cost of decrement from i+1 to i.

Since cost of i + cost of decrement>=cost of i
so we do not take this case

for example if we are talking abt 4 so i+1 will be 5 we can go to 6 by doubling 3 and then by 2 decrements we will be at 4 so this is also a possibility of getting min. 3h . if decrement cost is low then it might be the min
