Cannot figure out why it is not running

In this problem you need to find the number of prime numbers between a and b.
In order to do this, you need to use the Sieve of Eratosthenes.
You had error in the logic while marking the multiple of odd indexes as non prime, rest of the code looks good. Here is your updated code:
