Background and border is not changing

Hey, previous doubt is also not cleared. But leave it.
Please clear this doubt.

I’ve been trying to make a project with only HTML -CSS

Please look at it and tell me why is it not working on my computer.

Background is not changing & other properties also not working.(like border, line-height, etc.).

I’ve tried to copy-paste the code on CodePen. It worked.
but it’s not working on both browsers( chrome & firefox)

You did not link style.css in html file
