i don’t get why we apply the loop for third loop end row >start row, please explain the procedure how did we found that

@alakhprivate hey this condition is applied as we got print what is required by question without going to equal to condition,how will you think is dry run this code before even writing ,or test your code with different condition for same output after writing the code,just dry run this code ,you will get it .
