Is this code for sum of all possible submatrix? or just sum of all the elements?

input is:-
a 3*3 matrix
1 1 1
1 1 1
1 1 1
answer is coming 49 but the correct answer should be67

intialise ur bi with li and bj with lj.
because 1 X 1 is also a valid submatrix.
