Kindly share the code in IDE as it is really easy for us to keep track of the code as well as suggest changes if any.

Also, I would like to remind you that, as the MDP has randomness involved, a seeding of the random function is necessary so as to achieve constant result across different machines. Have a look whether you have seeded the function with the specified value or not.
