Piyush and Magical Park query

What is the exact use of # char here.
It says the row is blocked, so what will actually happen?
Also in the bottom sample input there are two # used. So how is the answer Yes?

Actually, the question wants us to help piyush escape the park that is he should be able to come out from the last row with some required amount of energy … It does not specify anywhere that he should come out from array[n][m]th position …he should be able to skip the last row either by a hurdle or without it …
