Passing 2D Array as parameter of a function

Why array is passed as a[][100] and not a[100][100] or a[100][]?
How are we going to call this function in main function to pass all the inputs?

hello vishwas,

we cannot pass as a[100][] because it is a rule to pass either both row and column ,or column.
a[][100] ,a[100][100] both are correct
