Painter's Partition Problem - 1 testcase not passing

I am having a problem. Once I think i have solved a question, I always miss something and not able to pass 1 or 2 test cases. After looking a lot at my program, not able to get the desired mistake, please help me out.
Moreover you can provide a testcase for which my answer is failing.
