Not able to understand what is question asking for

how we are getting output 4444 from input 4545 when inverting a digit x means 9-x.
so when we invert the digit one by one we should get 5454 because (9-4),(9-5),(9-4),(9-5)=5454.

you only have to invert some digits to minimize the result not every digit.
so for input
4 5 4 5
output will be
4 (9-5) 4 (9-5)
