My code is passing all but one test cases, how to get rid of this MLE error, I am comfortable in a top-down approach, it seems all solutions requires bottom-up approach.

Yes bottom up is required!
whenever you are done with top down, just observe how DP table is filled, apply this similarly iteratively!
- See the base case and fill them into DP table.
- Apply same recurrence as in top down (instead of calling function, use dp table!)
