Why is it showing only 52% accuracy? I’ve confirmed the jokes, they are correct corresponding to their ID. Then, where and how is the mismatch occurring?

I’ve noticed that on inserting inverted commas on some of the jokes, the accuracy is increasing, but on what pattern exactly are inverted commas inserted? How are the jokes selected for the inverted commas?
