In first problem sir took bi as li+1 and in second one sir took bi=li, I think it will be much better if we will take bi=li even in Case-1?

Yes you are correct.
In the previous video also it should be Bi and Bj. But if you do not want to consider 1x1 submatrices…then you can take it as li+1 and Lj+1
