u should use two loops instead of single while loop. (one for a and one for b).

for( int a=x ; a <= y ; a++ )  {
          
          for(int b=x; b <=y ; b++ ) {
                 leastbit=max(leastbit, a^b);

            }
 
   } 

cout<<leastbit;
