as mentioned in the question, a is one of the legs, a can not be hypotenuse. so you must not consider the condition when a is hypotenuse. a^2 + b^2 condition is sufficient. Moreover you can refer https://www.hackerrank.com/challenges/pythagorean-triple/editorial for many better different approaches.
