how the offset has been taken?? i couldnt understand. this: frame[y-offset:y+h+offset,x-offset:x+w+offset] ??

The offset has been taken such that our bounding box around the face has some margins from all the sides and we are able to see the entire facial region well. You can also set it to zero and see how the output is like.
