how will we decide which rickshaw will ‘have’ unlimited rides and which rickshaw will ‘not have’
suppose the input data is as follows
(20 1 30 40)
(2 3)
(123 1)
(123 1 1)
and if the unlimited ride is not available on 1st cab and 1st rickshaw then the total cost will be very high
but if available then the cost will be low

There is no such constraint in this question.
You have an option of unlimited rides either on a cab or a rickshaw by paying c2 rupees.
So, unlimited rides is available on each vehicle and it’s your choice whether you wants to take unlimited ride on a particular vehicle or wants to go for another option.

Let’s understand this with an example:
Suppose, there are two rickshaws: r1, r2
and two cabs: cab1, cab2
-
You have to pay c2 rupees if you want unlimited rides of r1.
Similarly, for r2, cab1 and cab2.
In total, you have to pay 4*c2 rupees. -
You have to pay c3 rupees to take unlimited rides on r1 and r2 both (i.e. all rickshaws).
Similarly, for cab1 and cab2.
In total you have to pay 2*c3 rupees (one for all cabs and another for all rickshaws). -
By paying c4 you can take unlimited rides on any of the vehicle i.e. r1,r2,cab1 and cab2.
In total, you have to pay only c4 rupees.
